Consolidated Application for Categorical Funding, Part II

There are funds available to most schools and/or districts through categorical entitlement programs (including, but not limited to compensatory and bilingual education) that can only be accessed through the submission of the Consolidated Application for Funding Categorical Aid Programs.   But completing the Consolidated Application, and managing the funds once they have been received, is a complicated process following very specific regulations.  California State University Monterey Bay (CSUMB) Extended Education is pleased to offer a course that leads participants through the preparation of the Consolidated Application to make sure that your school or district gets the all of the funds for which it is eligible. 

The course will be taught by Dr. Kelo Salazar, recently retired from the Alisal Union School District where he successful managed categorical funding application and management for many years.  In prior years Dr. Salazar administered state and federal programs at Eastside Union High School District in San Jose. He brings considerable expertise in the administration of such programs across the K-12 spectrum.  The course goal is to guide participants through the process of creating the application and have it ready to submit in January so that the district does not miss out on potential funding. Dr. Salazar will share information, processes and strategies that  go far beyond the dry recitation of requirements and regulations usually seen in the State workshops, and will address operational details such as how to:

  • How to prepare the Consolidated Application for Categorical Funding, Part II
  • How to install required District Advisory Committee and collaborate effectively with this advisory body.
  • How to conduct meaningful meetings/inservices with School Leadership Teams.
  • How to determine school eligibility for state and federal program funding.
  • How to allocate program funds to eligible schools
  • How to establish effective communication with eligible private school staff.
  • How to develop a budget using appropriate line-item objects listed in the California Accounting Manual.
  • How to read financial activity expenditure reports.
  • How to initiate and complete line-item budget transfers.
  • How to monitor program budget expenditures.
  • Understanding supplant/supplement provisions.
  • Familiarity with regulations cited in EDGAR (Education Department
  • GeneralAdministrative Regulations), and specific Title I requirements.
  • How to conduct effective internal program quality and compliance reviews.
  • How to establish effective evaluation program designs.
  • How to develop a Systems Management Calendar.
